I dont know why that is the first place they always want to go. How about a national lottery? I suggest we look at all possible reductions (I beleive that you can cut costs without cutting whole programs) and also look at all possible increases in revenues that dont involve income taxes. My county had to cut their budget. What they did was ask for all of the employees to send in all of their suggestions to cut costs and raise revenues.
